A National Call to End Wireless Proliferation

STATEWIDE - The National Call for Safe Technology (NCST), a citizen advocacy group who describes themselves as “…a rallying cry for better wireless device safety testing, up-to-date WiFi exposure guidelines, homeowner rights to refuse "smart" meters, ADA accommodations for individuals impacted by electromagnetic sensitivity, and wired as the default internet connection,” holds regular Zoom calls to educate Citizens about the latest wireless technology deployment bills making their way through congress; providing those Citizens with the knowledge and courage to contact their elected officials in an attempt to halt the troubling legislation.
The meetings are usually hosted by Charles Frohman, lobbyist for The National Health Federation, and Odette J. Wilkens, Esq., a “Strategic advisor and counsel with 20 years experience in technology and general commercial transactions…” NCST finds itself deeply immersed in the battle against the plethora of wireless technology deployment acts making their way through congress.
These acts include the Farm, Food, and National Security Act of 2026 (HR 7657, which has passed the House), the Broadband for Americans through Responsible Streamlining (BARS) Act (HR 6503, an act that NCST refers to as the “mini HR 2289”), the SAT Streamlining Act (S.3639; an Act that would accelerate satellite launches without National Environmental Policy Act (NEPA) or National Historic Preservation Act (NHPA) reviews, and related bills 1343, 1588, 1665, 1731, and 6046.
Frohman has written a comprehensive Substack piece condemning HR 7657 entitled, “It’s not just Insecticide lawsuit Immunity that Ruins the FARM bill: It also kills livestock, the soil and farmers via Wireless Radiation.” “Precision Ag” is the moniker used by proponents of this bill; technology that will propagate crop yield, they say, via remote monitoring of corporate farmland and precise deployment/assessment of water, pesticides, equipment, etc. Ironically, Frohman says, this type of wireless deployment will actually deplete crop yield, and it has has already been proven to kill cows, deplete milk supply, and poison crops’ biological structure down to the DNA level.
A concerned Citizen at a recent meeting posited, “How can something be considered organic when it is exposed to unnatural electromagnetics that deplete the nutrient vitality of the organism?” He went on to point out that organic farms adjacent to corporate farms using a 5G, satellite-based technology system will be subject to “spill over” from the corporate farms; not unlike a mom-and-pop farmer operating next to a Monsanto/Bayer farm being exposed to engineered “Frankenseeds” blowing onto their land.
While all of these wireless proliferation bills are disconcerting to those aware of the human and environmental toll caused by the mass-electromagnetic infrastructure rollout, the “head of the snake” appears to be HR 2289, the American Broadband Deployment Act, an offshoot of 2023’s HR 3557. All other bills seem to be supplementary tactics in the creation of a wireless Smart grid on the ground and in the sky.
HR 2289’s main goal, like its predecessor, is to remove the little remaining control municipalities have in refusing telecommunications facilities big and small. And if worrying about cellular structures in or around schools, hospitals, and homes isn’t enough, S.3639 seeks to “…expedite processing of satellite and space licenses…” Think more wireless internet-emitting satellites than stars visible in the night sky.
The latter bill was not sponsored by any Ohio Senators, but the list includes Tedd Cruz (TX), Eric Schmidt (MO), Cynthia Lummis (WY), Joni Ernst (IA), Jon Cornin (TX), Rick Scott (FL), Tedd Budd (NC), and Jerry Moran (KS). NCST stated, “Unfortunately, HR 3639 is getting bipartisan support, so we need to work harder to convince our Senators and Representatives not to support this.”
HR 2289 has cleared the House Energy and Commerce Committee and is headed to the full House floor for a vote; likely soon. NCST has provided an “action alert” template for phone calls and emails to be made by concerned Citizens to their elected officials. “A 2018 Federal Communications Commission (FCC) rule barred zoning against Fifth Generation (5G) small cell antenna deployments in rights of way and government parks, as well as limited the time for local govt consideration of any application by a cell tower or telecom company to deploy a cell tower in a certain spot.
Further, section 704 of the 1996 Telecom law bars lawsuits against cell towers for harm to the environment - which may not sound like a bad limitation to a Republican, until he learns that environmental harm INCLUDES injury to humans. (This has happened).
In every desperate protest by property owners in council meetings against cell tower applications, never can they raise the concern about health effects. This is tragic because studies show a third of Americans already are sensitive to radio frequency microwave radiation - 5% seriously so.”
And this is the crux of the matter. Should any or all of these bills pass, local authority over permitting of these harmful facilities could be eliminated.
Wilkens has highlighted the nonpartisan “coalition effort” group 704 No More, an organization fighting against section 704 of the 1996 Telecommunications Act, an oft-debated portion of the law that prohibits state and local governments from regulating the placement, construction, and modification of wireless service facilities based on environmental or health concerns if the facilities comply with federal RF safety standards; standards that have long-since been proven to be out-of-date at best and fraudulent at worst.
It may be too late. It may not be. But NCST is doing their best to educate and stoke the fire within Ohioans and Citizens all over the United States to raise their voices in opposition to these bills.
