HB 272: An End To Geoengineering In Ohio Or Lip Service For Activists?

On May 13, 2025, Ohio State representatives Justin Pizzulli, District 90, and Monica Robb, District 79, introduced House Bill 272, the “Protecting Utility and Resources for Enhanced Living, Improved Food, and Environment Act,” the 31st bill in the US containing language to ban future action on geoengineering our atmosphere. And while anti-geoengineering activists seem encouraged by the serious attention given to this previously fringe topic, it remains to be seen whether this bill and others – all of which are based upon the premise that atmospheric alterations have simply been proposed and research conducted – will contain the necessary teeth to stop operations that many believe have been covertly taking place for decades.
The vast majority of HB 272 addresses the lessening or elimination of per- and polyfluoroalkyl substances (PFAS) – aka “forever chemicals” – in food and consumer products, and the bill would also eliminate a long-existing mandate on fluoridating Ohio’s drinking water (if the “natural” fluoride content of the water is below 0.8 mg/l), but this article’s featured piece of the bill’s puzzle tackles a much more controversial issue; that of the spraying of toxic chemicals into the atmosphere for the purpose of weather modification, aka geoengineering. Commonly known as “chemtrails,” the practice has long been presented by those in the media, science, and intelligence community circles as “conspiracy theory.”
Some are calling the groundswell of mainstream attention to the issue a “tipping point” in this country’s discourse over weather modification, a practice that has been well-documented for decades in all of its different forms.
Current Health and Human Services Secretary Robert Kennedy Jr., in a 2024 post on X, vowed to “end this crime,” referring to toxic atmospheric spraying. It should be noted that RFJ Jr., in his Wikipedia biography, is described as a “conspiracy theorist” and “anti-vaccine activist.” The HHS head, in a more recent post, praised Florida’s governor Ron Desantis for passing SB 56, their own version of geoengineering legislation aimed at “…prohibiting certain acts intended to affect the temperature, the weather, or the intensity of sunlight within the atmosphere of this state…”
RFK Jr. is not the first celebrity to propel the issue into the public sphere but, unlike most other celebrities discussing the topic (or those “inadvertently” supporting the idea of solar radiation management (SRM) – aka stratospheric aerosol injection (SAI) – via their support of the “climate change” narrative and the need to spray reflective particles into the stratosphere to reflect sunlight back into space), the HHS head openly refers to geoengineering as not just a proposal, but as an ongoing, covert crime; one likely being run by DARPA, the scientific weaponization arm of the Pentagon.
Prior to RFK Jr., prominent political attention was given to “chemtrails” by Ohio Rep. Dennis Kucinich and his “Space Preservation Act of 2001.” The bill, which never passed, mentioned “chemtrails” by name, along with “exotic” space/sea-based weapons and “high altitude ultra low frequency weapons systems,” among others. As those who have taken the geoengineering deep dive have long-since known, geoengineering includes far more than just the spraying of toxic metal particulates. While the US Air Force has openly disclosed their goal of “Owning the Weather In 2025,” the implications of atmospheric engineering soar far beyond controlling rainfall (an “ionized atmosphere” allows for the use of directed energy weapons and, as crazy as it may sound, mass mind-control via ground-based “research” installations like HAARP and NEXRAD facilities).
While any sane person would scoff at the idea of injecting toxic chemicals into our atmosphere linked to cancer and neurodegenerative disease, insane people with dark agendas have openly “proposed” such actions for a while now. Harvard’s David Keith, for one, has been a spokesperson for the idea for many years, appearing on highly-viewed programs such as Comedy Central’s The Colbert Report. Those like Keith – while injecting the idea into the public consciousness – have accomplished a very important Deep State narrative; convincing many that geoengineering is not only a possible last-ditch solution to stop the dreaded global warming, but that it’s only an idea rather than an ongoing, devastating crime against humanity that can plainly be seen on most days in the skies above.
Dr. J. Marvin Herndon, Ph.D, has written an open letter to President Donald Trump, urging him to accept a previously-written “Technology Bill of Rights” to prevent unelected technocrats from further harming humans and the environment through toxic release of particulates into the atmosphere, namely via the route of coal fly ash. Herndon has conducted years of research proving that “chemtrails are not contrails” as we are told by NASA, NOAA, the CIA, the EPA, and all the other alphabet agencies attempting to belittle those questioning the unnatural grid-like patterns above them.
The first question any Ohioan must ask: “Is Ohio being sprayed?” Because what the likes of Bill Gates, David Keith, Trilateral Research Ltd and countless others are suggesting we must begin employing looks a heck of a lot like what can plainly be witnessed in our troposphere today. Per HB 272, “No person shall purposely inject, release, or disperse, by any means, chemicals, chemical compounds, substances, or apparatus within the borders of this state into the atmosphere with the express purpose of affecting temperature, weather, or the intensity of the sunlight.”
The question now is, should this bill pass, what actual power would it carry to stop operations that are likely already happening outside of the purview of government oversite with the full protection – be it through ignorance or overt participation – of regulatory agencies assigned to prevent such environmental crimes?
The bill currently sits in House Committee and one thing is for sure: either because of public outcry or planned intelligence agency narrative control, the issue of geoengineering has found a permanent home in our nation’s consciousness, and “conspiracy theorists” can begin to come out from the shadows and confidently voice their concern over this “proposed” insanity.
