Citizen Press Release: Ballot Initiative to Protect Riverfront, Require Voter Approval on $30+ Million Development Plan

FINDLAY, OH — A grassroots group, Findlay Citizens for a Safe City, has filed an initiative petition aimed at giving voters the final say on the future of the proposed Downtown North River Development Project, which could cost taxpayers over $30 million. The ordinance would prevent the city from moving forward with construction, new design work, or major development in the riverfront area unless approved directly by Findlay voters in a general election.

The proposed project area spans approximately 19 acres of public land along the north bank of the Blanchard River, from Cory Street to the railroad tracks, and includes public properties on North Main Street, Clinton Court, Jefferson Street, Taylor Street, Meeks Avenue, East Front Street, East Street, Meeks Court, and North Cory Street. The petition also adds Anchor Park, located on the south side of the river, to the area protected by the ordinance.

“Our goal is simple,” said a representative of Findlay Citizens for a Safe City. “Before the city spends tens of millions of taxpayer dollars or alters the character of our riverfront forever, the public deserves a direct vote. This initiative ensures accountability, transparency, and environmental safety.”

In addition to requiring voter approval for any new development, the ordinance mandates that all environmental cleanup meet a residential, high child-exposure safety standard, rather than the lower commercial standard currently being used. It also prohibits any additional design, engineering, or capital spending within the area without public approval and requires independent environmental oversight.

The initiative was created in response to growing public concerns over the cost, environmental safety (Hexavalent Chromium found at site), and lack of direct citizen input in the planning of the riverfront development.

Signature collection is now underway. Organizers plan to place the measure on the November 2025 general election ballot. The group hopes to have 2000 signatures after the Independence Day Parade and submit them for certification.
